Carla de la Pava was elected Treasurer of Arlington County on Nov. 4, 2014. She has the distinction of being the first female and first Hispanic Treasurer in Arlington County history. As an elected official independent of the County government, she serves more than 229,000 residents and is directly accountable to the voters of Arlington County. Prior to being elected Treasurer, Ms. de la Pava served as Chief Deputy Treasurer for six years, overseeing all aspects of the Treasurer’s Office, including installation of a new internet-based payment portal (CAPP), implementation of technology solutions to improve customer service, and expansion of debt collections through court action which brought in more than $6 million in delinquent taxes and debt owed to Arlington County. One important measure of a Treasurer’s Office’s effectiveness is the tax delinquency rate, which in Arlington stands at an all-time low of 0.33% and is recognized as the best in Virginia. During her tenure, the Treasurer’s Office has received numerous accolades and awards, including the 2011 Government Finance Officers Association Award for Excellence (eGovernment & Technology category) and the 2011 Public Technology Institute’s Excellence in Technology Award. In 2012, Ms. de la Pava was awarded the Master Governmental Deputy Treasurer Certification by the University of Virginia’s Weldon Cooper Center for Public Service. Ms. de la Pava grew up in Alexandria and graduated from Groveton High School. She has a degree in Economics from Wesleyan University and worked in corporate banking for the Chicago and Atlanta offices of Continental Bank and Trust Company of Illinois. She earned her MBA from Harvard Business School and following graduation, her work experience at The Price Company helped to develop a lifelong interest in operations and management. In addition, Ms. de la Pava is a member of the Government Finance Officers Association (GFOA), the Virginia Government Finance Officers’ Association (VGFOA), and she serves on the Board of Trustees for the VACo/VML Virginia Investment Pool (VIP). She is actively involved with numerous community organizations, including the Warren G. Stambaugh Memorial Foundation (Board Member), Leadership Arlington (Class of 2010), the Roosevelt Society, the Arlington Committee of 100, the Better Sports Club and Organized Women Voters. She also served as Vice President and Board Member of the Arlington Soccer Association. She is married to Mark Dola, a life-long Arlingtonian and graduate of Wakefield High School. Their three sons, Christopher, Michael and Peter, attended Arlington Science Focus Elementary School, Williamsburg Middle School, and Yorktown High School. She feels lucky to call Arlington County her home and is honored to serve the people of Arlington as their Treasurer.

November 15 is the deadline to display the new, yellow decal on your windshield. There’s a new location for the decal this year — check out the video!

The decal should be placed on the inside of your windshield in the lower left corner (driver’s side), to the right of your Virginia State Inspection sticker.

For 2018, your County decal can be on the bottom center or in the lower left (as you look through the windshield). But in 2019, the decal will have to be adjacent to the inspection sticker in the lower left corner.

Effective January 1, 2018, Virginia state inspection stickers will no longer be affixed to the bottom center of a vehicle’s windshield. The state inspection stickers will now be placed in the bottom left corner of the windshield, when viewed from inside the vehicle. Existing Virginia vehicle inspection stickers are to remain in their current position – in the bottom center of the windshield. Once a vehicle is inspected and issued a 2019 sticker, the new inspection sticker must be placed in the lower left corner, which is consistent with other states across the nation.

The requirements related to Arlington County decals as set forth in the Arlington County Code §14.2-71. Display of License Tags, remains unaffected, requiring that Arlington County decals be affixed to the inside of the windshield of a motor vehicle and placed adjacent to the State inspection sticker and no higher than three (3) inches from the bottom of the windshield. However, during the transition period, January 2018 through December 2018, it is acceptable for an Arlington County decal to be located in the center of the windshield or adjacent to the Virginia state inspection sticker. Officers and Public Service Aids will allow latitude in the
position of the decal until January 1, 2019.

General information

What duties does the Treasurer perform? Tax and Revenue Collection: By collecting what is owed, the Treasurer helps keep tax bills lower. Therefore the Treasurer and her staff’s responsibilities include: 1. preparing, mailing and collecting on all bills for real and personal property located in Arlington County; 2. receiving and collecting most other County revenue, such as business taxes and water/sewer bills; and 3. pursuing the collection of all delinquent taxes and fees owed to the County. Today, every 1% increase in the tax delinquency rate would result in a shortfall of approximately $8 million dollars. Since 1984, the delinquency rate has declined dramatically from 9.04% to the current rate of 0.33%, the lowest in Arlington’s history, the lowest in the Commonwealth of Virginia, and possibly the lowest in the United States. This decline has saved taxpaying Arlingtonians hundreds of millions of dollars. Investments: The Treasurer safeguards the County’s financial resources, which helps to maintain Arlington County’s Aaa/AAA/AAA rating. Incorporating the principles of Safety, Liquidity and Yield (SLY) in that order, the Treasurer’s Investment Policy has earned Arlington County one of the highest rates of return on investment by local governments in the Commonwealth of Virginia, while maintaining the safety of County funds which are available when needed. Cash Management: The Treasurer: 1. oversees an effective cash management program for Arlington and its agencies; 2. makes all disbursements for the County; 3. manages the County’s banking relationships; and 4. safeguards the County’s financial resources. Customer Service: Since the Treasurer’s office often serves as the face of the County to its citizens, it is the Treasurer’s job to make this interaction as pleasant and convenient as possible. The office receives approximately 130,000 phones calls and responds to more than 11,000 emails every year. While no one enjoys paying taxes, the Treasurer believes in the importance of collaboration with the citizens of Arlington County in the search for new ways to provide exceptional customer service.
